Animal Health Consultant
LIVESTOCK COMMERCIALIZATION PROJECT (LCP)
The Government of Mongolia has received a loan from the World Bank toward the cost of the Livestock Commercialization Project (LCP). The project development objective is to improve livestock health, productivity, and commercialization of targeted value chains in project locations and to provide immediate and effective response in the event of an eligible crisis or emergency. The project is structured as an IPF financed by an IDA credit in the amount of US$30 million over five years.
The project is now seeking to recruit qualified individual for the following position:
Animal Health Consultant
General Responsibilities: Under the direct supervision of the Project Coordinator of the LCP, in close collaboration with other technical consultants in the PIU, other PIU project staff, and in cooperation with the FAO technical assistance unit, the Animal Health Consultant will be guided by the approved Animal Health Supporting Modality Guidelines and relevant aspects of the Project Implementation Manual, and will be primarily responsible for the following specific tasks:
- Collaborate with other PIU technical specialists in the development of investment models that include aspects of animal health improvement
- Identify needs and provide assistance to PIU and GAVS during the process of sub-project development and implementation in the area of animal health with an ultimate aim to ensure proper guidance in improving animal health service delivery to herders and/or herder organizations and processing entities recruited under Solutions Marketplace.
- monitor the progress of animal health aspects of Partnerships and innovations development and implementation under Solutions Marketplace
- in collaboration with PIU technical specialists draft TORs for agencies to conduct collaborative research activities, animal productivity studies, surveys on herders practicing routine health regime to control endo and ecto-parasitic diseases, and to develop systems to monitor the existence and use of cold chain and SOPs for vaccine and sample transportation, and other studies as required
- Keep abreast of, and collect information and data on the general animal health policy and legislative context in which the project operates, in doing so attend and participate in relevant workshops, trainings, and conferences
- keep abreast of the disease and animal health status of livestock in Mongolia, including Trans boundary Animal Diseases and zoonotic diseases, collect and maintain data and information on prevalence of such and control measures
- Liaise and maintain close linkages to the FAO TSU, GAVS technical working group, and aimag level stakeholders with respect to policy consistency, coordination of interventions and evaluation of undertaken measures
- Liaise with entities in the human health sector with respect to zoonotic diseases of relevance to the project area, and of developments in One Health approaches
Qualifications:
- a university degree in veterinary science
- at least seven years of professional experience in the sector
- experience as a technical specialist in an international donor-funded project
- knowledge and experience of demand-driven development process
- knowledge and experience in developing investment models utilizing FAO Rural Invest
- good communication and training skills
- ability to work under pressure in an independent manner within an interdisciplinary team of personnel
- ability to deal effectively with stakeholders at all levels, including herders, private veterinary units, government veterinary staff at soum, aimag, national level.
- working knowledge of English.
DURATION OF CONTRACTS AND RECRUITMENT TIMETABLE:
The assignment will begin on November, 2021. Duration of the contract will be for 3 months.
