The Government of Mongolia has received a loan from the World Bank toward the cost of the Livestock Commercialization Project (LCP). The project development objective is to improve livestock health, productivity, and commercialization of targeted value chains in project locations and to provide immediate and effective response in the event of an eligible crisis or emergency. The project is structured as an IPF financed by an IDA credit in the amount of US$30 million over five years.
The project will strengthen institutional systems and governance of veterinary services at the national level by supporting (a) analytical studies and surveys, (b) strategy formulation and policy making, (c) developing national immunization plans and monitoring rollout plans, (d) staff capacity building, (e) upgrading trainings and extension systems, and (f) information systems. In addition, it will provide intensive support to western aimags for last-mile veterinary service delivery and investments in animal disease surveillance, prevention, and control. The project will also implement value chain commercialization interventions with strategic focus on meat and dairy sectors.
The Ministry of Food, Agriculture and Light Industry is now seeking to recruit qualified below individual for its implementing Livestock Commercialization Project (LCP). Procurement of individual consultants will be carried out in accordance with the World Bank’s Procurement Regulations for IPF Borrowers, dated November 2020 and the provisions stipulated in the Financing Agreement (http://documents.worldbank.org/curated/en/628061576551773067/Mongolia-Livestock Commercialization-Project).
Social Safeguards:
- Assess ethnic minority presence in project areas and develop outreach strategies to ethnic minority groups to promote participation from and benefit to potential ethnic minority groups where possible.
- Manage assessment of livelihoods impact caused by project activities. Anticipate and manage risks from land use issues.
- Prepare regular progress reports on social safeguards and community participation aspects of the project.
Environment Safeguards:
- Oversight of Construction Company for monitoring and implementing mitigation measures;
- Liaising with the local Government and Construction Company (civil works contractors) and seeking their help to solve the environment-related issues of project implementation;
- Preparation of progress reporting as well as preparation of environmental management reports of the project in terms of the ESMF implementation every 6 months;
- Handle environmental complaints and grievance of the project on behalf on PIU;
Safeguards Management:
- Act as focal person in PIU for all safeguard related issues and to keep regular contact with environmental and social specialist of the Bank team;
- Organize training on environmental and social safeguards, and M&E of the project regularly in line with the ESMF requirements;
- Coordinate with livestock specialist, agricultural value chain specialist and other PIU staff to address the environmental and social risks of the project activities;
- Review and check to ensure the subprojects comply with domestic EIA requirements;
- Review the subproject proposal, review the TORs related to environmental and social safeguards, do environmental and social risks/impacts screening on behalf of PIU, and ensure the subproject selected comply with the environmental and social requirements of the ESMF, and the subprojects included in the exclusion list of the ESMF will not be supported by the project;
- Review the bidding documents and contracts to ensure environmental and social risk mitigation measures, and EHS issues are incorporated into the bidding documents and contracts;
- During the supervision mission of the Bank team, coordinate with key stakeholders for the field visits and meeting arrangements for the Bank safeguard specialists;
- Follow up with the environmental and social issues raised by the WB team, especially those environmental and social safeguard issues found during the supervision mission and/or recorded in the AM.
- Design and efficiently manage grievances redress mechanism related to project activity.
Qualification/working experience:
- Previous experience supporting international development programs ideally World Bank/ADB financed projects;
- Undergraduate/graduate degree on agricultural or environmental related sciences is advantage;
- Preference would be given to candidate having knowledge in many of following social and environment issues
- Ethnic minority issues;
- Community participation and citizen engagement skills;
- Land issues;
- Domestic EA requirements and its internal EIA approval procedures in Mongolia;
- EHS related issues on the supply chain of the project;
- Pesticide issues, livestock, animal health and food safety issues;
- Ecological environmental sensitive areas such as critical natural habitats, nature reserves, protection areas etc.
- Knowledge and Experience on M&E of the project;
- Strong communication and coordination skills;
- Ability to work effectively in a team of diverse skills and disciplines;
- Excellent computer literacy, particularly, with MS Office;
- Excellent command in both written and spoken English and Mongolian is required.
- Ability to plan and prioritize work duties as well as work competently under pressure and tight deadlines;
- Willing to travel away from duty station to supervise project implementation
