VACANCY ANNOUNCEMENT AT THE PIU

The Government of Mongolia has received a loan from the World Bank toward the cost of the Livestock Commercialization Project (LCP). The project development objective is to improve livestock health, productivity, and commercialization of targeted value chains in project locations and to provide an immediate and effective response in the event of an eligible crisis or emergency. The project is structured as an IPF financed by an IDA credit in the amount of US$30 million over five years. 

The project is now seeking to recruit qualified individuals for the following positions:

PROCUREMENT SPECIALIST 

Key responsibilities of this assignment will include the following but are not limited to:

  1. Prepare, monitor and regularly update the overall and specific Project Procurement Plans of LCP in consultation with the Project management;
  2. Prepare bidding documents for LCP based on the World Bank’s sample documents. Introduce the bidding documents to the Evaluation Committee, appointed by the Borrower to carry out the evaluation of bids (goods), non-consulting services (as Goods) or proposals (consultancy services) for its approval. The Evaluation Committee executes the evaluation of the bidding documents and submits the Evaluation report and recommendations for contract award for the beneficiary agencies. Upon the approval provided by the designated decision-making authority, the procurement specialist prepares the contract for countersigning.
  3. Ensure that all procurement activities are carried out in accordance with the respective provisions in the Financing Agreement of LCP and the World Bank’s Procurement Regulations for Borrowers under Investment Project Financing, Nov 2020;
  4. Prepare, monitor and update monthly progress reports on procurement progress and contract management status for LCP;
  5. Liaise and work, under the guidance of the Project Coordinator, with the Coordinating Consultants and representatives of the MoF and beneficiary agencies to ensure effective preparation and implementation of the project work plan/procurement plan. This activity will include taking stock and proposing solutions with regard to delays in the preparation of TORs and execution of existing/future contracts, among other challenges that may jeopardize the implementation of the project and the achievement of the expected results.
  6. Provide procurement training to staff of the MoF and other beneficiary agencies;
  7. Prepare and update the annual project procurement plans in line with the annual work plans and make necessary arrangements for the PSC’s approval of the plans as needed;
  8. Assist with the interpretation and translation of procurement-related documents and disseminate information on procurement activities under the projects;
  9. Maintain project files, and record incoming and outgoing documents; and
  10. According to the formats provided by the MOF:
    1. Prepare and submit Procurement Plans for the Project for approval through the Systematic, Tracking of Exchanges in Procurement (STEP) system (https://step.worldbank.org/);
    2. Use the STEP system for conducting and recording day-to-day procurement activities under the projects ensuring the lists of mandatory documents are uploaded in the STEP system;
    3. According to the Public Transparency Law, insert all the required monthly, quarterly and annual Procurement Management Reports and Procurement Plans and other information to the Transparency information system in a timely manner (http://shilendans.gov.mn/);
  11. Properly filing and maintaining all contracts and supporting documents;
  12. A procurement specialist will help with the preparation of the final reports that need to be prepared at the time of closing the project;
  13. The procurement specialist will ensure that information sustaining all procurement transactions, the problems encountered; as well as other related information and data are well documented and serve as the basis for the Implementation Completion Report to be prepared once the project is formally closed; and
  14. Undertake such other procurement-related tasks as may be assigned and/or delegated by the Project Coordinator.

DELIVERABLES

The Procurement Specialist shall prepare annual plans detailing the activities to be conducted per the list of tasks included in the Scope of Work of these TOR and provide brief reports detailing progress and full completion of the detailed tasks under this consultancy.

REQUIRED QUALIFICATIONS / SELECTION CRITERIA

  • Education: A suitable candidate should have Bachelor’s degree in a relevant field: Finance, Accounting, Business Administration, Marketing, Procurement or any other relevant field.
  • Experience: Incumbent should have at least 3 years of proven experience supported by reference letters from at least 2 previous employers highlighting the one’s professional experience and key achievements in the procurement field. Background in working with/for international development institutions, hands on understanding of their requirements and work ethics. Formal training in procurement will be an asset;
  • Language skills: Candidate should be fluent in Mongolian and English and have strong writing and speaking skills in both languages. 
  • Computer literacy: Be proficient in PC-based applications such as Word, Excel and data management, and have excellent web research and navigation skills.
  • Other skills:The candidate shall have high professional and personal integrity and excellent communication and interpersonal skills with the ability to collaborate effectively with the relevant stakeholders and implementing agencies; Ability to function independently and collaboratively in a team environment; and Organizational skills with the ability to handle multiple assignments and ability to work overtime.

SUPERVISION AND REPORTING

The Procurement Specialist will report directly to the PIU Project Coordinator and will work on a day-to-day basis with the officials appointed by the PIU Project Coordinator on technical matters related to each component implementation. The PIU Project Coordinator will also provide input to the evaluation of the specialist’s performance to the Project Director.

CONTRACT DURATION

The assignment for the above position will be effective in February 2024. The total input required for undertaking the above tasks is until June 2025. The contract is amended on a yearly basis.

 

MONITORING AND EVALUATION SPECIALIST (M&E)

Key responsibilities of this assignment will include the following but are not limited to:

  1. Under the direct supervision of Project Coordinator, the M&E will develop and manage the project overall monitoring and evaluation activities and report in a timely manner. The M&E consolidates, analyzes and verifies the findings, data, and reports prepared by other members of the PIU, FAO consultants and the beneficiaries. The M&E  will undertake the following tasks:
  2. Develop/improve project performance monitoring system, which would be connected with a field-based reporting system that allows the continuing identification of best practices and lessons learnt, in cooperation with other project specialists.
  3. Participate in the quality control process of sub-project proposals through supporting technical experts/specialists;
  4. Ensure the M&E strategy incorporates a system-wide approach, is flexible and responsive and builds ownership amongst local stakeholders;
  5. Provide the beneficiaries, local task forces and PIU members with support and guidance to all monitoring and evaluation activities;
  6. Assist PIU to prepare for evaluation teams to conduct the mandatory mid-term and terminal evaluations and follow up on the evaluation results;
  7. Provide support to any other (MoFALI, GAVS, WB) external M&E on the project’s activities.
  8. Lead organizational/institutional assessment of sub-projects and beneficiaries;
  9. Regularly analyze progress reports from the supported sub-projects to determine outputs, impacts, best practices, innovations, most significant stories and issues affecting project implementation;
  10. In collaboration with other specialists, identify training needs for capacity building on the use and management of all monitoring and evaluation tools/other project specific areas;
  11. Report on progress of the project and subprojects performances on a timely basis to the Project Coordinator, PSC, the WB and all stakeholders with high safeguards sensitivity (quarterly and annual monitoring reports);
  12. Support procurement specialist on contract management and prepare contract management quarterly reports to respective parties.
  13. Provide any other relevant to the post services as required

REQUIRED QUALIFICATIONS:

  • Education: University degree in appropriate disciplines e.g. in the fields of development studies, social sciences, environmental sciences. Formal training in WB project monitoring and evaluation is desirable;
  • Experience: A minimum of 5 years of professional experience in project planning, monitoring and evaluation, including data collection and analysis; Proven experience in designing of monitoring and evaluation systems and implementation and management of complex field-based monitoring and evaluation processes; Experience in writing and developing monitoring and evaluation training packages; A minimum of 3 years working experience with/for international development institutions, hands on understanding of their requirements and work ethics; Ability to plan and prioritize work duties as well as work competently under pressure and tight deadlines.
  • Language skills: Candidate should be fluent in Mongolian and English and have strong writing and speaking skills in both languages. 
  • Computer literacy: Be proficient in PC-based applications such as Word, Excel and data management, and have excellent web research and navigation skills.
  • Other skills: The candidate shall have high professional and personal integrity and excellent communication and interpersonal skills with the ability to collaborate effectively with the relevant stakeholders and implementing agencies; Ability to function independently and collaboratively in a team environment; and Organizational skills with the ability to handle multiple assignments and ability to work overtime.
