The Ministry of Food, Agriculture and Light Industry, with financing from the Japanese Social
Development Fund and support from the World Bank, is implementing the "Virtual Cooperatives
Project" to develop a digital platform.
The consulting service provider will be responsible for delivering a fully functional middleware layer
as a central service hub within the Virtual Cooperatives Digital Platform. The objective of this service
is to engage a qualified supplier to design, develop, implement, and support a middleware layer that
meets the functional, performance, and technical specifications outlined in the VCP project
requirements. The middleware must enable seamless inter-service communication, event handling, and
API management to support real-time data flows, asynchronous processing, and offline-first capabilities
for a digital platform serving herders, cooperatives, and stakeholders. Detailed terms of reference can
be found in Annex 1.
The (MoFALl) now invites eligible consulting firms ("Consultants") to indicate their interest in
providing the Services. Interested Consultants should provide information demonstrating that they have
the required qualifications and relevant experience to perform the Services. Please refer to the Terms of
Reference for the detailed requirements for consultants.
- The Consulting Firm must have at least 5 years of demonstrable experience in designing,
developing, and deploying large-scale, microservices-based digital platforms.
- The firm must have successfully implemented Apache Kafka (or equivalent distributed
messaging system) in projects supporting over 2 million active users.
- The firm must demonstrate proven experience in integrating middleware with heterogeneous
systems (government databases, financial institutions, weather APIs, etc.).
Consultants may associate with other firms to enhance their qualifications, but should indicate clearly
whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint
venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract,
if selected.
A Consultant will be selected in accordance with the Consultant's Qualification based Selection method
set out in the World Bank's Procurement Regulations for IPF Borrowers. Only selected firm through
this expression of interest process will be invited to submit a technical and financial proposal.
